He'll need to sit out a year and can play in 2013. He decided to transfer to Penn State because of the increased opportunity for playing time there after so many players left after the Jerry Sandusky scandal and resulting sanctions. He was a walk-on at Akron, so he may not have a huge impact - but it's a notable transfer considering the circumstances.
