Holmes was given a low-tender offer by the team, meaning another team could match the offer and the Raiders would receive no compensation in return if he was signed.
The 26-year-old started 13 games last season, registering 47 receptions for 693 yards and four touchdowns.
Raiders give Andre Holmes low tender, could be signed away

(3/7/15) The Raiders have given wide receiver Andre Holmes a low tender, opening the door for teams to sign him without any compensation, reports Mike Garafolo of FOX Sports. Holmes, an undrafted free agent, registered 693 of his 1,135 career receiving yards, scoring four of his five career touchdowns in 2014.
Andre Holmes can boast that he led an NFL team in receiving yards in 2014, but unfortunately that team is the Raiders, which clearly makes that feat less impressive. Holmes had 47 catches for 693 yards and four touchdowns on 98 targets last season, and we'll see if he can improve on that total this year. He will be at least one of the top three receivers in Oakland, but he has a lot to prove before Fantasy owners can trust him. He only had three games with double digits in Fantasy points in 2014 in a standard league, and he failed to score a touchdown in his final nine outings. He might end up as a waiver wire addition during the season, but he's not worth drafting in the majority of leagues.
