Days after Dolphins owner Stephen Ross declared Matt Moore as the team's starting quarterback, head coach Joe Philbin says he'll make the call on who starts for the Dolphins this season, not Ross. "I know he's the owner, but he might not sign my check, the treasurer does," Philbin said Tuesday according to the Palm Beach Post. "But last time I checked, he's on board.
